Proposition 1: Colonial & Prospect Hill Infrastructure & Air Conditioning; PMHS & PMS Infrastructure

Overview

Last school year, the District conducted a Buildings Conditions Survey to identify and prioritize critical infrastructure projects. Proposition 1 focuses on the highest priority projects at Colonial, Prospect Hill, Pelham Memorial High School and Pelham Middle School. This proposition also includes central air conditioning at Colonial & Prospect Hill. Voting on these projects now is intended to allow these issues to be addressed before infrastructure issues worsen, fail and/or cause additional damage. 

Key Challenges:

  • Heating boilers at Colonial, Prospect Hill and PMHS end-of-life
  • Heating delivery systems (piping, etc.) are antiquated and inefficient
  • Roofs, masonry and windows are deteriorating, allowing water infiltration and exacerbating their decline
  • Lack of air conditioning creates an uncomfortable learning environment in fall, spring and summer. 

Total Cost

$56.2 million

Tax Impact

Due to the retirement of existing debt from previously approved projects, there would be no additional taxes levied from projects in this proposition. 

What to Know:

  • This proposition includes upgrading end-of-life steam heating systems to hydronic (water), providing better efficiency and control and reducing risk of failure which could result in school closures/expensive repairs.
  • Proposed masonry repairs and window/roof replacements are among the prioritized items noted in the District's Building Conditions Survey.
  • School construction projects require lead time for full design, State Education Department approval and competitive bidding, which is why these projects are being proposed before infrastructure fails.
  • A new state law requires school districts to relocate students if classrooms are in excess of 88 degrees.
