Proposition 2: Siwanoy Infrastructure and Expansion, including ADA Upgrades & Air Conditioning
Overview
Siwanoy, built in 1910, is the oldest school in the District and faces a number of challenges, including ADA accessibility, end-of-life infrastructure, undersized classrooms and a lack of small-group instructional space for services such as intervention, speech, etc. Proposition 2 is a comprehensive plan to address issues at Siwanoy through a building extension and renovation of the school.
Proposition 2 can only be approved if Proposition 1 is also approved.

- Siwanoy is not accessible to all students, staff members & visitors
- End-of-life infrastructure cannot be upgraded without ADA compliance
- Small group/individualized services such as reading/math intervention held in renovated closets/hallways due to lack of space
- Kindergarten, music & art rooms meet in undersized basement rooms
- No space remaining to accommodate fluctuations in enrollment/new programming
- Gym is only large-group space, creating scheduling issues with lunch, P.E., assemblies, etc.

Estimated Tax Impact
Projected annual tax impacts are based on which propositions are ultimately approved. If Proposition 1 and Proposition 2 are approved, estimated tax impacts are as follows:

The estimated tax impacts are inclusive of retiring debt, projected state building aid reimbursement, borrowing costs and project escalation. The maximum tax impact is expected to begin in 2029.

What to Know:
- The Americans with Disabilities act (ADA) was passed in 1990. Siwanoy is the only remaining school in Pelham that is not compliant
- All projects pertaining to Siwanoy are included in this proposition because they can not be completed unless the ADA improvements are also completed
- Siwanoy is over capacity right now and has the lowest instructional space per student and lowest small group instructional space per student

Expansion/ADA Upgrades
- Installation of two elevators, ramping and other accessibility improvements to meet ADA requirements and provide all students, staff members and visitors access to the school
- Renovation of space under gym into new cafeteria
- Two-story expansion with 8-classroom expansion (net gain of 3 classrooms due loss of existing rooms for elevator installation and cafeteria )
- Light renovation throughout the current school (finishes, casework, etc.)

The main entrance at Siwanoy is up a flight of 28 stairs. Because of the school's split-level design, accessing various levels of the school also require using stairs.

The art room is below the gym and has a structural support that can obstruct instruction. Music lessons also are held in this room.

The gym is the only large group space and is used for physical education, lunch and assemblies. During lunch, a net is drawn over half the gym so that intramurals can occur while students are eating.
