Proposition 3: PMHS Expansion
Overview
Pelham Memorial High School serves nearly every student in Pelham. The school faces significant issues related to capacity, both in terms of instructional space and cafeteria space. This proposition would fund a three-story expansion connecting the middle school and high school along Ingalls Field, as well as renovations in the PMHS Annex.
Proposition 3 can only be approved if Proposition 1 is also approved.
Projects in Proposition 3
- Three-story expansion of PMHS along Ingalls field between high school and middle school
- Includes 8 new science labs designed to deliver modern science curriculum
- Updates existing labs on 3rd floor of PMHS annex building
- Creates additional ground floor PMHS student commons/cafeteria space
Estimated Tax Impact
Projected tax impacts are based on which propositions are ultimately approved.
If Proposition 1 and Proposition 3 are approved, estimated tax impacts are as follows:
| Assessed Home Value | $850,000 | $1,189,396 | $1,525,000 |
| Estimated Tax Impact | $322 | $451 | $578 |
If Propositions 1, 2 & 3 are approved, estimated tax impacts are as follows:
| Assessed Home Value | $850,000 | $1,189,396 | $1,525,000 |
| Estimated Tax Impact | $880 | $1,233 | $1,580 |
The estimated tax impacts are inclusive of retiring debt, projected state building aid reimbursement, borrowing costs and project escalation. The maximum tax impact is expected to begin in 2029.

Key Challenges
- PMHS operates over optimal capacity, creating scheduling challenges across the building
- School has insufficient number of science labs to meet programmatic/scheduling needs
- Science labs are outdated and not designed to deliver modern instructional program focused on inquiry and innovation
- HS & MS share cafeterias, resulting in insufficient space for high school students to eat
Total Cost
$40.4 million
What to Know
- Because of the lack of cafeteria space, many high school students eat lunch in hallways or stairwells
- The science curriculum has changed significantly since our labs were created/updated. New labs would be built to better meet the modern curriculum
- The insufficient number of labs results in some regular classrooms being used/converted to science labs, which contributes to scheduling constraints in other classes. Some teachers need to travel between multiple rooms, impacting prep and instructional time.
Draft Floor Plans of New Expansion

Possible floor plan showing a 3-story expansion of PMHS

A student commons/cafeteria would be located on the 1st floor of the cafeteria. The current middle school technology room could be renovated for administrative offices (renovation of this room is not included in the bond proposition and would be accomplished with existing district funds).

Four new science labs would be created on the second floor of the expansion

Four additional science labs would be built on the 3rd floor of the expansion. The 3rd floor of the current annex would also have science lab renovations and the middle school technology room could be relocated there.
